The purpose of this confrence is to stimulate research on all aspects of public sector outsourcing. Empirical and theoretical papers that address policy relevant questions will be considered. Public sector outsourcing should be braodly interpreted as the intersection between the public and the private sector in services such as education, health care, elderly care and child care, including narrower outsourcing of input services. Papers may address public procurement of services, vourcher systems and user choic, or alternative forms of provision such as public-private partnerships.
