The objective of this one-day workshop is to share and discuss different views on how technology innovations to support dynamic spectrum assignment could impact and evolve regulatory views in spectrum management, and how regulatory changes may drive technology innovations in this domain. This workshop will bring together experts in spectrum planning, regulation, technology R&D and the operator domains, to examine and debate the way forward for spectrum assignment and use. For researchers attending VTC2017-Fall, this workshop provides high level views of the wireless ecosystem stakeholders towards the realization of dynamic spectrum assignment, with an emphasis on the interdisciplinary research in spectrum monitoring, data analytics, machine learning and real-time spectrum auctions. For all participants, this workshop additionally provides a unique forum to obtain the regulators’ perspectives with respect to the future of dynamic spectrum management.

The workshop, organized in 3 sessions, will be comprised of invited presentations and a panel discussion by experts in the domain.
Session 1—Future Spectrum Management: Dynamic Spectrum Management - Market Drivers, Use Cases and Technologies for 5G
What are the advances in Spectrum monitoring, Data Analytics, AI and Machine Learning for future spectrum management? How can regulators, operators and spectrum database managers cooperate to value spectrum in real time? Who will be the new entrants (for new roles) in this domain? How can we engineer the environment to make better use of spectrum?
Session 2—Future Spectrum Management: Regulatory Perspectives
What are regulators thinking about the priorities for how to manage spectrum allocations for new services and how to make spectrum available as we move into 5G and a wireless dominated world.
Session 3—Panel Discussion
The panel lead by the moderator will reflect on the topics discussed and offer their views on the future directions for more effective management and assignment of spectrum.
