Cyber Warfare, the most determinant component of the Hybrid Warfare, extends the battlefield which is already a broad concept. The term Hybrid Warfare can be seen as a main framework that contains all types of warfare, including Cyber warfare, which has impacts on all the other components and characteristics of war. Although a generally accepted definition of Hybrid Warfare does not exist, it could be defined as “a military strategy that blends conventional warfare, irregular warfare and cyberwarfare”. It is now an undeniable fact that the modern military conflicts have to include some sort of cyber operations. Rapid development in information and communication technologies not only provided great advantages, but also resulted in a new frontline called cyber warfare. Gaining the superiority in the cyber domain requires to address the challenges properly. For this reason, we tried to figure out the most important challenges in the cyber warfare and offer possible solutions to those challenges. From this point of view, we have offered a main policy for the optimal and effective use of cyber warfare in conjunction with hybrid warfare. This will be a baseline for our future study which will be an automated assessment model for cyber warfare maturity.
