It described current situation of emerging economic countries in global climate change through perspective of carbon productivity. Furthermore, it expounded the practice of China as a developing power which has responsibility in response to climate change. In the end, it pointed out that characteristics of development stage cannot be separated in coping with global climate chance. Emerging economic countries should take an active part in international carbon emissions reduction activity, but cannot be beyond the development stage and break the development law.
