Pathway for the Transition of Seafood Production: Reflecting from the Electricity Generation Sector

摘要
Both the seafood and the electricity industries are critical to society and the economy and simultaneously have giant ecological footprints. When seafood production transitions still struggle with the fragmented regulatory framework, the electricity generation sector has made significant progress towards a carbon-neutral future. This paper compares the answers to technical pathways, regulatory and incentivizing policy tools, and social equity safeguards in both sectors to identify priorities in the policy and policy research for the eco-industrialization of the seafood production sector. The result highlights the critical role of the cap-based regulatory framework, the subsidy restructuring, and the reliability of the measuring, reporting, and verification system in successful transition. The paper also finds that more studies on policies to address social equity need to be done.
