The growing integration of wind power into the grid has enabled a low-cost, sustainable electricity supply but has also introduced technical challenges related to intermittency. This paper examines the issue of unit combination in power systems and the optimization objective considers both economic costs and carbon emission costs. On the power supply side, a unit combination model considering the active participation of automatic generation control (AGC) in regulating wind power fluctuations is proposed to ensure the stability of the power system. Compared with some existing models, this model introduces the AGC regulation model and enriches the power supply side regulation means. On the load side, industrial loads are considered to participate in demand-side response, which increases system flexibility and can work with thermal power units to cope with the randomness of new energy sources. Finally, the proposed model is tested in IEEE 24-RTS node system. The simulation results illustrate that our model can better utilize wind power and effectively achieve low-carbon economic dispatch.
