Measuring National Logistics Efficiency along the Silk Road Economic Belt by using dynamic DEA Approach

摘要
The logistics efficiency of countries along the Silk Road Economic Belt is a crucial factor of measuring the effectiveness of logistics. Since the Logistics Performance Index is an indicator for evaluating the performance level of a country's logistics, this paper uses the DEA-Malmquist index method, according to the five logistics performance index data published by the World Bank from 2010 to 2018. Selected 15 countries as a research target for dynamic evaluation of logistics efficiency and differences analysis between countries. The results show that, from overall view, the logistics total factor productivity (TFP) shown a rising trend. The technological progress is mostly low. From the impact of factors, comprehensive efficiency is the main factors that affecting the growth of TFP because which is consistent with the fluctuation of TFP. From the analysis differences of countries, 15 countries can be divided into four categories according to the level of logistics performance and the development of TFP. The reasons for changes in logistics efficiency are different from 15 countries. Finally, based on the logistics development cooperation between China and the countries along the Silk Road Economic Belt, combined with the results of analysis, this paper suggests to improve customs efficiency, strengthen international standards docking, accelerate information construction, provide investment and technical support measures, political communication and so on.
