Abstract: The road freight industry is an essential part of the comprehensive transportation system, its healthy and stable development is of great significance for building a strong transportation country. This paper investigated 387 road freight enterprises in Nanjing by questionnaire. The investigation included the current operation status of enterprises, business capabilities, development difficulties and demands, road freight industry policy environment. The results show that the average profit level of the enterprises surveyed is less than 6%, with the LTL(Less-than-Truck-Load) transport enterprises being lowest. Road freight enterprises is commonly small, weak and scattered. The overall operating efficiency of NTOCC(Non-Truck Operating Common Carrier) is good, but there are still some problems such as the tax system. More than 40% of the enterprises surveyed have called for policy incentives. The paper further analyzes the causes of the problems and proposes targeted countermeasures. The results are conducive to the policy formulation of the road freight industry and the healthy development of the industry.
