As included in the national logistics hub city, Jinan international inland port have been constructed, such regions in the Jinan metropolitan area: Binzhou, Liaocheng, Laiwu, Pingyin,etc. They have increased investment in construction of the logistics industry, but because of a lack of overall planning of regional logistics industry, these development are not balanced and repeatability, which will reduce the industry contact between areas. This article, analyzed the traffic flow data for ten years in the highway system of Shandong province, combined with the layout planning of Jinan metropolitan area in the background of the Belt and Road Initiative. Put forward the evaluation model of logistics comprehensive ability of Jinan metropolitan area, and used the improved gravity model, ArcGIS software, analyzed the logistics space contact strength, characteristics of Jinan metropolitan area, and got the web map of logistics links. According to the web map, determined the logistics development orientation and objectives of major nodes, provided basis and reference for the development and construction of logistics in these regions, to build an efficient logistics network in Shandong province under the background of the Belt and Road Initiative.
