Vehicle Infrastructure Cooperative Mode is recognized as one of the fast implementation paths for automated driving. Making the road smarter is a talking point now. This paper focuses on to the feelings and needs from the highway operators, who are the important participants of the Vehicle Infrastructure Cooperative. On the basis of summarizing the current situation of technology development, this paper analyzes the enthusiasm, the confusion and difficulties faced by the highway operators, as well as the management efficiency and security requirements that can be brought about by the technology.
