An improved method of modeling the average treatment effect of pavement maintenance work

For the road maintenance management department, one of the necessary means to correctly allocate road maintenance resources is to effectively evaluate the maintenance benefits of pavement maintenance work through continuous data accumulation and analysis and select suitable maintenance measures to repair or maintain pavements at the appropriate time. In this study, an improved evaluation model of average treatment effect (ATE) of pavement maintenance work is proposed to evaluate and predict pavement maintenance measures' maintenance benefits at the road network level. Taking the actual maintenance data of highways in North China as an example, the study analyzes the maintenance effects of three widely used local treatments, including direct overlay, overlay after milling, and three-layer milling overhaul. The results show that the proposed ATE model can assess the maintenance effect of pavement maintenance measures more reliably, and the predicted results are close to the actual situation. The study also gives the applicability of the model through the maintenance ratio parameters, which improves the model's portability.
