摘要
Emergency Management System put emphasis on the traffic incidents which need emergency assistance, such as Fire Rescue, Ambulance. The response time is a critical indicator for emergency management, which could be obtained through network analysis. Application of ITS technology for this research is collecting, manipulating and analyzing real-world data and information. There are two datasets available in this research: SERPEM based on estimation model and INRIX based on real-time data. However, the SERPEM travel estimation model is weak in estimating under incident condition, while INRIX real time data couldn’t cover the study area along I-95 in Miami. This research is going to examine the improvement for traffic emergency response with real-world traffic data and estimated traffic data, thus specific incidents are selected and four scenarios are created to make comparative analysis. With assistance by ArcGIS, the optimal response route could be found from the integrating travel time network by SERPEM and Historical INRIX. There is little difference for response time between historical INRIX data and real-time INRIX data, but the response time for INRIX data has a significant reduction when compared with that for SERPEM data.
