摘要
For two collection ways, i.e., toll surcharge of vehicles in Hainan Province and tollgate collection in other provinces, quantitative and qualitative analysis and comparison on economic and social benefits of these two modes are made to comprehensively elaborate the advantages and disadvantages of collecting vehicle toll surcharge in Hainan province.
